There is a broacher offered by Tokyo Hataraku Net (Tokyo workers communication).

For the opening page of the broacher, they uses bright blue and white circle that looks like sunshine for their wall image. I think that their use of the color, bright blue and white) gives a notion of happiness. Then, in the middle of this opening page, it says “Workplace bullying” in a huge font. Therefore, it makes easier for people who took this broacher that the topic is workplace bullying. They also says “for recognition and prevention” under the “Workplace bullying”. Hence, this sentence offers further information that this broacher talks about how to recognize and prevent workplace bullying. Then, at the very bottom of the opening page, it says “Tokyo Metropolitan Government Bureau of Industrial and Labor Affairs” with their symbol. It creates the credibility of this broacher because the broacher is offered by government.

The target of this broacher is mainly companies because they say that they publish this broacher for companies to use as one of the reference materials when they deal with workplace bullying. In addition, the broacher talks about the types of workplace bullying, the effect of workplace bullying, how to prevent and deal with workplace bullying.

I also think that by using broacher as a media, it creates seriousness of their argument since it costs to create broacher. In addition, because this broacher was created by government, it shows people that Japanese government is now dealing with workplace bullying seriously.
